What Inspired the Founding of VM West?
Nearly 25 years ago, Cody and Stephanie Neff launched a small logging business with a passion for working in the forests of the American West. Over time, that vision grew into Vegetation Management West or better know as VM West, a full-scale vegetation management company. Today, the business employs around 120 people and operates across multiple western states. VM West partners with major generation and transmission cooperatives, the U.S. Forest Service, state forestry agencies, and private landowners—providing expertise in everything from right-of-way clearing and stewardship contracts to complex helicopter-supported operations.
For two decades, a strong partnership with the Western Area Power Authority (WAPA) provided a stable foundation. But as VM West matured and outgrew its “small business” designation, the company encountered a new set of challenges: compliance requirements, subcontracting obligations, and reporting unfamiliar to its team. It was during this pivotal moment that VM West was referred to Colorado Apex Accelerator.
What Does VM West Do, and Who Do You Serve?
“At our core, we’re about stewardship,” said Brad Harding of VM West. “We manage vegetation responsibly, whether that’s maintaining powerline corridors, clearing rights-of-way, or working in national forests. Our work allows utilities to deliver power safely and reliably, while also protecting ecosystems and communities. The clients we serve range from federal and state agencies to private landowners, and each requires a unique approach.”
What Was It Like Entering the Mid-Sized Contractor Space?
“When we transitioned out of the small business category, it felt like stepping into uncharted waters,” Harding explained. “There were new compliance reports, like the Individual Subcontracting Report (ISR), that we had never seen before. Suddenly, we weren’t just managing projects in the field, we had to meet federal reporting standards that were highly technical and unfamiliar.” He added, “That’s when Apex came into the picture. Before we even spoke with Apex Counselor Don Metzer, we were asked to complete a few training courses facilitated by Colorado Apex. That structure was valuable; it gave us a foundation and ensured our first meeting could be more productive. From there, Don provided exactly the kind of guidance we needed.”
How Have APEX Counselors Supported VM West?
Harding shared a memorable example: “When we faced our first ISR, Don provided a 37-page training manual that broke it all down step by step. We didn’t even know such a resource existed. That kind of support collapsed the learning curve for us and gave us confidence in navigating compliance.” But the help hasn’t stopped at paperwork. “We’ve also leaned on Apex for a few connections. For instance, when we needed herbicide support in another state, I reached out to Don to see if he by chance knew anyone. Within a short time, he had provided some reliable leads. That responsiveness has been invaluable.”
What Has Been the Biggest Surprise About Working with APEX?
“The biggest surprise is simply that Apex exists as a no-cost resource,” Harding said. Now that we do, we see how much time and energy it can save businesses like ours. It feels like having a built-in R&D department we can call on whenever we hit a roadblock or need some contract feedback.”
What Advice Would You Give to Other Contractors?
Harding is candid about what it takes to succeed. “First, develop deep expertise in your craft. Whatever your industry, you need to be excellent at what you do. Then, surround yourself with capable people who can help you grow. Don’t try to do it all on your own. Mentorship and guidance matter, and Apex can be part of that journey.
“The truth is, government contracting has a steep learning curve. You’re going to face challenges you don’t see coming. Having someone to guide you through it, not just with answers but with structure and accountability, can make all the difference. As the saying goes, the teacher appears when the student is ready. For us, that teacher has been Apex the last few months.”
