Carolyn Terrell is a Senior Procurement Counselor in the Fort Collins office of the Colorado APEX Accelerator. Carolyn served the small business community for more than 20 years as Supervisory Business Development Specialist for the U.S. Small Business Administration (SBA).  Ms. Terrell administered the 8a Business Development Program, the HUBZone Empowerment Contracting Program, and the Women Owned Small Business Programs and various aspects of government contracting during her tenure with SBA.
